Probably some of it is learned behavior since the 3 year old has been living in the same house as the 9 year old but it also sounds like she could have emotional problems from being neglected. I hope things get better for both girls.

Neglect and abuse can cause similar symptoms as ADD or ADHD. Learning disabilities can also be misdiagnosed as ADD. Kids may act out just for the attention, and some of it is just learned behavior. Kids learn by example. My son has ADHD and we went through extensive testing for it. He was tested for learning disabilities, he seen a behavior management specialist, the doctor did some tests with him, his teacher filled out stuff, as did his dad and I. I don't think a child should be medicated until a proper diagnosis is made. There is lots of info out there about ADD and ADHD. Google it and see what you can find out.

ITA. I hope that the guardians really consider the source of the problem before medicating. Get her the proper help....someone that will listen, someone that will be consistant and insure her health and safety. Too many children are being medicated for problems that they really don't have....

Okay, my son has ADHD (and is dyslexic) so I may have something to share. First, just because someone has ADHD/ADD does not mean they "cannot learn". Their brains are not firing as strong as it should so the medication is supposed to help make it stronger. For example, my son is 11. Off the medication he makes C/D's, on it he makes honor roll (A/B's). However he still could learn things. I know that every child is different, but it sounds as if it is the other things and not the ADHD causing this.
I see that she also has other medical problems, however that does not mean she cannot learn. It may simply be that no one has taken the time to teach her at her level. I have found that at my son's school. It really depends on the teacher. That is why I put extra effort into trying to give him one on one learning at home as much as I can.
Second the impression I got from my son's doc is that ADHD/ADD is usually not fully diagnosed till 6-7 years old as some children younger than this are simply rambunctious and they outgrow it by the time they are 6-7. It sounds to me as if the younger one has something else going on other than ADHD, however I am not an MD.

Most that have ADHD/ADD have a high IQ and are actually quite smart. Just lack the organizationing skills and ability to focus on class room work or homework. No matter what the problem is I will say a pray for these little kids. HUGS!!!
