I would be leery of a debit card.
I know for a fact here that with unemployment here you can opt for a debit card. It won't work here to pay utility bills here.
I imagine the same thing would apply to this.

I wonder how much you can withdrawl everyday, such as me I am going to look for a good used car, so I wonder if I can take out say around 3,000 at once, or have to do it several times, or do it over a 2 day period.
I don't like the idea myself, just give me my check and I'll go deposit it, or have the option of direct deposit, or cash it at walmart for free or something.
I would just hate to see this idea screw up.

You'd be amazed at the number of people if our society that do not have bank accounts today. Screw up your account, end up owing 7 or 8 hundred dollars you can't pay back and then try to open an account at another bank. Then you get that nice tax refund check and what are you going to do, cash it and carry around that much money?
And 8,000 is a fairly normal refund for someone with two or three kids, no husband (or one that doesn't work) and a job at minimum wage. Put that on top of the other benefits and it adds up quite nicely.
