So just him signing it with the date wont be enough? Need to send it for a new one with just their names on it? If that is so then might as well forget about it, they wont spend the money and if we give the money to them to do it then they still wont do it. It is only $20 but they wont do it.

Do you have a garage in the new place you are renting? If so, you can pay to tow it to your place, put it in the garage & let them know that until they pay (as in the signed agreement), they can't have the car. Since both names are on the title, there is nothing your IL's can do about this.
If the title is in DH, IL and not DH and IL, then he can, on his own, change the title back to his name only.

If the title is in your husbands name and in your IL's name

I mean if the title says something like this

John OR Irene so and so..... then he can sign it and get it in his name only

    BUT if the title says

John AND Irene so and so, then BOTH signatures are required (and prob. their presence and I.D.) to sign it over to your husbands name.

If the title says AND, your husband and IL's will have to go to the tag office together to get the title changed.

Besides, I wouldn't hand over the title to them to get it in their names only free and clear untill they pay you for the vehicle.

oh ya, and I believe also if it says AND/OR (both) then he can go and get it put back in his name only
