I think you are misunderstanding tax breaks - they are for businesses not the employees. It is to lower the business taxes not the employment taxes - separate taxes - one does not affect the other.
It must vary state to state, because everywhere I have looked it says that employers MUST provide a pay stub showing deductions and taxes from the income.
But on yahoo answers, it states that this rule may vary state to state.
However, in Nevada, it says that if you don't get a pay stub, you have 10 days from the date paid to request a detailed summary of deductions and gross income.
You can file charges against the employer with the DOL (and you do not need an attorney to do so)

I am not saying that employers shouldn't provide them but they don't have to in most cases. Some states might require it but it is not required by Federal Gov't. I personally would be in there demanding a copy of my pay stub - but since I am the one doing them I guess I can fight with myself. Even when I worked for several companies in the 80's and early 90's we didn't have a computer and I did payroll by hand - I still filled out every stub on every check - both the employers side and the employee side. Can't say how readable they were once I got half way through writing checks but they did get them. Boy am I glad I don't have to do manual books like that anymore.

Either way The accountant finally called back and even she doesn't know why there were less taken out. So now I'm really baffeled. She did say she would be mailing out a break down of the monthy pay so we would have that on file.
So maybe that way we can figure out why the difference when he earned basically the exact same amount and they took out $400 less in taxes.

Aha.....So his gross supposedly stayed the same and his net stayed the same.......so $400 went 'missing' in between.....perhaps there was an 'employee' contribution deducted for something....i.e. retirement plan, healthcare, etc. The bookkeeper/payroll manager is the one who has the answers......

It makes NO sense. Its not so much that it went missing it doesn't make sense that they took out LESS tax when I changed the exemptions to 0 from 1 so they should have been taking out more. Plus I find it Odd that his deductions on EVEN steven numbers. like you usually have say 200.26. his have NO Cents. Both of them. I could see one of them, but both?
I think its a calculation error somewhere. And I just want to get to the bottom of it BEFORE next year. His boss turns in his books at the end of every month so Thats why she said she would send us a break down.
Plus making $40,000 (that pay includes our health ins, so it will go down next year) I would think they would take out at least 10%.

It sounds like someone is not using the correct numbers on his FICA & Medicare. His FITW (withholding) amount could be round numbers if the checks are done manually since the circular E from the IRS has the deductions in whole dollar amounts. Now the FICA deduction should be 6.2% and Medicare is 1.45% of the gross wages. Hopefully the breakdown from the accountant will make more sense.

Actually they take out more when you claim zero and less for the higher the number you claim.
