Hello! I am from Georgia. I was previously employed at our local trauma center to work with the patients who came through our ER without health insurance. Part of my job was to learn enough about Georgia Medicaid to be able to screen patients for it and refer them to their local DFACS office to apply for Medicaid. There are five very basic things you need to qualify for to be able to qualify for Georgia Medicaid. My supervisor was a former DFACS employee who did Medicaid eligibility for twenty five years. Number one, you must be income eligible. I am sorry I do not have a copy of Georgia's family size and income elgibility chart. Number two, three, four, and five, you must be at least one of the following: Aged, Blind, Disabled, or have dependant children in your home under the age of eighteen. In Georgia, illlegal aliens are not typically elgible for Medicaid. They do sometimes qualify for Emergency Medicaid, but it is not an ongoing Medicaid. It will treat the emergency condition and nothing else. Although, if an illegal alien gives birth in the United States the child will be a citizen, and if the family meets the conditions above the child could qualify for Medicaid.

BOSTON — Gov. Mitt Romney signed a groundbreaking measure Wednesday that makes Massachusetts the first state to mandate universal health care.
Supported by Democrats and Republicans in the state Legislature, the law requires residents to buy health insurance by July 1, 2007, just as drivers must have automobile coverage.
It aims to help low-income families buy private health insurance with subsidies and penalizes those who don't get coverage. It will help extend coverage to about 500,000 people in the state who lack health insurance, or about one in 13 residents.

HOW IT WORKS: The program is to be financed largely with millions that the state now spends on uncompensated medical care for poor people.
It will cost about $1.3 billion in public and private funding a year, but only $125 million will be new state money. The rest will come from some new funds and a relocation of existing money, including $650 million in federal funds, $320 million from insurance companies and hospitals and $50 million from penalties on businesses that don't provide insurance.
• People who don't have health insurance will have to buy it by mid-2007 or forfeit their individual state tax exemptions. Those who don't buy it after the second year would have to pay fines equal to half the cost of an affordable plan.
• Private insurance companies, working with state officials, will develop low-cost plans that people can buy on a pretax basis through a new state-run insurance exchange. The price isn't set, but state officials hope it will be about $200 a month.
• The legislation increases payments to hospitals and doctors and expands coverage for poor children through Medicaid.
• People who earn more than 300% of federal poverty levels — $28,700 for a single person and about $60,000 for a family of four — get no financial help.
• Companies with more than 10 workers that don't offer health insurance must pay the state $295 for each employee.
Romney used his line-item veto power to strike eight portions of the bill, including the $295 fee. Officials said some employers might consider it cheaper to pay the fee than to insure workers.But legislative leaders said they would override any changes. Business and hospital leaders also criticized the veto.

So the cost of INS is $200.00 a month or $24.00 a yr. If you fail to get INS you loose tax deductions for up to $2,400 a yr. The fine if caught for no INS is $100.00 up to a max of $1,200 I think this one will be heard at a higher level.

Everyone will be fined except the illegal immigrants....
Here in Il. they can't get anything from pubic aid unless they have papers. I am assuming you spoke with these people and had them show you proof?Otherwise how would you know. Just by looking at them doesn't tell you.

The paper I read it in was the Chicago Tribune, Dec. 8,2006.
I remember when they said by making auto insurance mandatory that premiums would go down, but they didn't. I assume the same will happen here. Also this also means a company like, Exxon/Mobil can offer crappy insurance, which has highe premiums and high deductibles as well as high cost involved before insurance kicks in will do nothing for those that need healthcare. My family of 4 (6 if you count 2 college students whom I am still responsible for) live on $1000 a month and do not qualify for any government programs. We live month to month and are always short. This program is also being pushed by doctors who said they want and need to get paid.

I would be totally screwed by this law. I don't have insurance and do not qualify for any assistance and even if I could "purchase" insurance for $200 per month, I still couldn't afford it. When you live paycheck to paycheck you just pray that no medical emergencies occur.
What right do they have to take your state income tax refund for something that you do not even owe? That in itself sounds illegal to me. I realize that for most, a state income tax refund is not that much, but still, it is your money. And what about those that don't receive a state tax refund? What type of "penalty" would they receive?

Unbeleivable. This is the reason I star my own business to help others who cannot afford health or dental insurance. I work for one of the corporation out there that change their insurance last year and alot of people were not able to afford it. They had to pick on choose paying their insurance or their rent or mortgage.
My greates reward so far was to help these people and I am very happy with that.
