    Dependence on government up 23 percent under President Obama

    President Barack Obama has proved his adeptness at exploiting the vote pump: Dependence on government has increased by 23 percent under his administration, according to the Heritage Foundation 2012 Index of Dependence on Government.

    More people than ever before — 67.3 million Americans — depend on the federal government for housing, food, income, student aid or other assistance. Consider: The nation committed more than 15 times the resources in 2010 than in 1962 to pay for people who depend on the government. More than 70 percent of the nation’s spending goes to dependence programs, up from 28.3 percent in 1962 and 48.5 percent in 1990. The Index grew 8.1 percent in 2010 alone.

    So, lest you think the increase in dependence stems primarily from temporary, recession-related rises in flexible spending programs like the Supplemental Nutrition Assistance Program, note well that increased dependence has been a steady trend for the entire decade the Heritage Foundation has released its index.

    At the same time, the percentage of the population that pays no federal income taxes whatsoever has also increased. In 1984, just 14.8 percent of Americans — or 34.8 million tax filers — paid no federal income taxes; in 2009, 49.5 percent — or 151.7 million tax filers — paid nothing.

    Also coincidentally, individuals and local entities now provide less assistance to needy members of society today than they have historically. Before World War II, mutual-aid, religious and education organizations once provided the majority of housing assistance and financial aid; after World War II, the federal and state governments began to provide the bulk of low-cost housing and financial help. Same story with health care.

    Heritage experts Bill Beach and Patrick Tyrell explain why government assistance is less conducive of human flourishing than the help civil society historically provided:

    This shift from local, community-based, mutual-aid assistance to anonymous government payments has clearly altered the relationship between the receiver and the provider of the assistance. In the past, a person in need depended on help from people and organizations in his or her local community. The community representatives were generally aware of the person’s needs and tailored the assistance to meet those needs within the community’s budgetary constraints. Today, housing and other needs are addressed by government employees to whom the person in need is a complete stranger, and who have few or no ties to the community in which the needy person lives.

    Both cases of aid involve a dependent relationship. However, support provided by families, churches, and other civil society groups aims to restore a person to full flourishing and personal responsibility, and, ultimately, to be able to aid another person in turn. This kind of reciprocal expectation does not characterize the dependent relationship with the political system. The former relationship is essential to the existence of civil society itself. The latter is usually based on one-sided aid without accountability for a person’s regained responsibility for self and toward his community. Indeed, the “success” of such government programs is frequently measured by the program’s growth rather than by whether it helps recipients to escape dependence. While the dependent relationship with civil society leads to a balance between the interests of the needy person and the community, the dependent relationship with the government runs the risk of generating political pressure from interest groups—such as health care organizations, nonprofit organizations, and the aid recipients themselves—to expand and cement federal support.
    The Index points to two crucial steps the nation needs to take: We need to (a) reweave the fabric of civil society, strengthening and appreciating the ties that bind, rather than finding them restrictive and (b) REFORM ENTITLEMENTS!

    At this point, it’s useless to debate whether the weakening of civil society led to increased government involvement or the other way around; it’s just time to rebuild a sense of community from the ground up. Here’s an idea: If you don’t already have this kind of relationship with your neighbors, offer to loan ‘em an egg if they ever need one! I’m not joking. If we’re serious about not wanting the government to interfere in our lives, then we can’t afford to live in a bubble, oblivious to the needs of those around us. I know it gets old to contribute endlessly and you’re probably tired of it; you probably already do more than your part — plus pay taxes. But a little more can’t hurt! Mobility and technology make it all too easy to zone out; please don’t. As this Index makes clear, we’re already paying the price for our own negligence.

    First, you get everyone on welfare. It’s called collectivization of the masses and establishment of class warfare.

    Lottery winner on food stamps: ‘I thought maybe it was okay because I’m not working’

    While most people have played the “if I had a million dollars I would ____ ” thought game, few fill that blank in with “stay on public assistance.”

    Amanda Clayton, a 24-year-old from Lincoln Park, Michigan, is one of the few who does, and she is getting away with it. Clayton won $1 million from the Michigan State Lottery this fall, but she is still collecting and using $200 a month in food assistance from the taxpayers with her Michigan Bridge Card.

    “I thought that they would cut me off, but since they didn’t, I thought maybe it was okay because I’m not working,” the lottery winner who just purchased a new house and car told Local 4 in Detroit. The station even filmed her shamelessly purchasing goods.

    When Local 4 asked if she felt she had a right to the money, Clayton responded, “I mean I kinda do.”

    Clayton justified the sentiment by explaining that after taking her winnings in a lump sum and having to pay taxes, the total amount was just over half of the initial winnings.

    “I feel that it’s okay because I mean, I have no income and I have bills to pay,” she said. “I have two houses.”

    A bill to prevent this type of behavior, sponsored by state Republican Rep. Dale Zorn has passed the state House, as has a companion bill in the state Senate.

    “Public assistance should be given to those who are in need of public assistance, not those who have found riches,” said Zorn, who has sponsored a bill requiring the state to cross-check the names of lottery winners of prizes over $1,000 with names of individuals on the dole.

    Until Clayton is cut off, however, she says she intends to continue to use her benefits.

    She has probably been on welfare since childhood and doesn't know any other way. Bet she breezes though all that money by this time next year. She may have paid for the lottery ticket with welfare money. No way will she pay tax payers back for the money she got on walfare since it was "free".

    Pennsylvania Uncovers More Than 600 Cases of Welfare Fraud

    Pennsylvania welfare reform took a big step this year when the state Public Welfare Department instituted an asset test to determine if food stamp recipients indeed qualified for the program, according to the Associated Press. Now the Pittsburgh Post-Gazette is reporting that more than 600 people have been identified as welfare violators because they were collecting benefits from the Keystone State and did not live in Pennsylvania.

    According to the report, the majority of the offenders were drawing benefits from the Supplemental Nutritional Assistance Plan and around 15 percent were receiving money through the state's cash assistance program.

    How long was the welfare fraud going on?

    According to the Pittsburgh Post-Gazette, more than 36 people were wrongly collecting welfare benefits from the state of Pennsylvania for more than a year, and around one-third of the closed cases were drawing benefits for longer than six months. The value of the closed cases is valued at close to $1 million to the Public Welfare Department, according to the Post-Gazette.

    How did the violators get away with collecting benefits while not living in Pennsylvania?

    The majority of the violators managed to exploit the electronic benefits transfer, or EBT, cards. According to WGAL News, the closed cases likely started as bona fide claims, but residents somehow managed to move out of Pennsylvania without informing anyone, which resulted in benefits being mistakenly paid those individuals.

    How does the asset test work?

    The asset test for food stamps, or SNAP benefits, in Pennsylvania allows applicants under the age of 60 to have $5,500 worth of certain assets and those over the age of 60 are permitted $9,000 in those same assets, according to the Associated Press. The report also mentions that the gross monthly income limit for a family of four to qualify is $2,890 or $3,726 for households that include elderly or disabled members. According to the AP report, about 4,000 households in Pennsylvania are expected to be affected by the new rule.

    Will future violations be uncovered?

    According to the PA Independent, the Pennsylvania Department of Public Welfare is committed to rooting out fraud from the system. The report also indicates that nearly 2 million Pennsylvania residents receive food stamp benefits. The Post-Gazette reports that it took a three-month review of more than 1,000 cases, that were previously flagged, to uncover the depth of the fraud, and the agency is expected to keep performing periodic updates.

    When I received aid, the cut off for a family of 4 in Illinois was $150 a week. Even today with the cost of college if I had $2800 a month i would not need food stamps. Crazy.

    Massachusetts Democratic Gov. Deval Patrick has vetoed the state legislature’s attempt to ban the use of EBT cards — or food stamps — to purchase items such as tattoos, porn and jewelry. Patrick vetoed the reforms Sunday while signing the state’s $32.5 billion budget.

    According to the Boston Herald, which first reported the veto, the governor berated the legislature’s stab at banning the purchase of specific items like manicures, tattoos, guns, porn, body piercings, jewelry, and bail by saying the move was “political grandstanding” at a time when such reforms are already on track elsewhere. “I’m not going to do anything that makes vulnerable people beg for their benefits. This notion of humiliating poor people has got to be separated from how we make a program, and frankly separated and disposed of, from how we make a program work and work well,” Patrick said, according to Wicked Local Hanson.

    Patrick allowed bans on the use of EBT cards in establishments known for the sale of seemingly controversial items — such as tattoo parlors, gun shops, casinos, cruise ships, and adult entertainment facilities —- to stand. House Minority Leader Brad Jones pointed out, however, that the items slated to be banned — such as porn and guns — could still be purchased at other facilities.

    The Massachusetts governor based his decision on the independent EBT Card Commission’s ruling that banning specific items was, among other reasons, difficult to enforce, according to The Herald. He did however, veto bans on the use of EBT in places like nail salons and jewelry stores. The vetoed reforms were reportedly a bipartisan effort out of both houses of the state legislature.

    Democratic state Rep. Russell Holmes said that there remains support for real change to the EBT program. “It is still something that’s very much a priority for the Legislature. Clearly we’ve gotten this far,” Holmes told the Herald.

    USDA partnering with Mexico to boost food stamp participation

    The Mexican government has been working with the United States Department of Agriculture to increase participation in the Supplemental Nutrition Assistance Program (SNAP), or food stamps. USDA has an agreement with Mexico to promote American food assistance programs, including food stamps, among Mexican Americans, Mexican nationals and migrant communities in America.

    “USDA and the government of Mexico have entered into a partnership to help educate eligible Mexican nationals living in the United States about available nutrition assistance,” the USDA explains in a brief paragraph on their “Reaching Low-Income Hispanics With Nutrition Assistance” web page. “Mexico will help disseminate this information through its embassy and network of approximately 50 consular offices.”

    The partnership — which was signed by former USDA Secretary Ann M. Veneman and Mexican Secretary of Foreign Affairs Luis Ernesto Derbez Bautista in 2004 — sees to it that the Mexican Embassy and Mexican consulates in America provide USDA nutrition assistance program information to Mexican Americans, Mexican nationals working in America and migrant communities in America. The information is specifically focused on eligibility criteria and access.

    The goal, for USDA, is to get rid of what they see as enrollment obstacles and increase access among potentially eligible populations by working with arms of the Mexican government in America. Benefits are not guaranteed or provided under the program — the purpose is outreach and education. Some of the materials the USDA encourages the Mexican government to use to educate and promote the benefit programs are available free online for order and download. A partial list of materials include English and Spanish brochures titled “Five Easy Steps To Snap Benefits,” “How To Get Food Help — A Consumer’s Guide to FNCS Programs,” “Ending Hunger Improving Nutrition Combating Obesity,” and posters with slogans like “Food Stamps Make America Stronger.”

    When asked for details and to elaborate on the program, USDA stressed it was established in 2004 and not meant for illegal immigrants. “The partnership with the Mexican embassy was established in 2004,” a USDA spokesman wrote The Daily Caller in an email. “USDA does not perform outreach to immigrants that are undocumented, and therefore not eligible for SNAP.”

    Alabama Republican Sen. Jeff Sessions, who has been pushing for reform of SNAP, sent a letter to Secretary of Agriculture Tom Vilsack on Wednesday demanding more answers and documents pertaining to the partnership.

    The agency has yet to supply documents and information requested by Sessions’ Senate Budget Committee staff, including the Memorandums of Understanding between USDA and the Mexican government regarding the food assistance partnership.

    In an interview with TheDC, Sessions explained that the little-known partnership raises questions not just about where tax money is going, but about America’s immigration policy. “It’s a very disturbing policy, gone on for some years, and it raises very serious questions about American immigration policy as well as fiscal policy,” Session said. “Let’s get back to the fundamentals. What happened with the ‘96 welfare reform was to say that if want to you come to America you come legally, you assert you’re not coming for welfare benefits but you’re coming to work or otherwise be independent. There is no logic behind an immigration policy that would encourage immigrants who can’t successfully operate within this society.”
