Click on the persons profile.
Then to the far right of the black box with persons name in it, it says ITrader. Click that.
In blue it says "Submit feedback for -----". Click on that.

I'm also a newbie my self.. to receive feedback you would need to eaither trade with some one on this board (that includes sending what is agreed on and how fast you mail it and what not) or if you buy something from some one on here (sending payment in a timely fashion).
Edited to add: oops I didn't see this post that I replyed to is over 10 months old.. im sorry about that..
