Two things spring to mind to prove scam:

#1: New York lotto would pay in US Dollars not euros

#2: New York Lottery Commission has its own office, and not one overseas. There are no branch offices for the NEW YORK Lottery outside of New York State

If you want to follow up on it: I suggest you call the NEW YORK LOTTERY COMMISSION listed in the New York directory, and not any numbers listed in that email. 1-518-388-3300
or on the New York Lottery website itself: http://nylottery.org

If you go to the website, it has a section for questions labeled ASK NEW YORK LOTTERY. Use that menu.. there is a contact us section under that tab.
So hard, not to facepalm some people

Never argue with an idiot. It will bring you down to his level and he’ll win because of experience.

They will send you another e-mail if you respond that will tell you that you have to pay a percentage of the winnings in order to claim your prize. They will take that money and you will not hear from them again. If you want to you could go to the New York Lottery site listed above by JedMatters and forward the e-mail to them and they will verify that it is a fraud.
