Napolitano will reportedly be named as the next president of the University of California system.


WASHINGTON — Homeland Security Secretary Janet Napolitano, who led the burgeoning Department of Homeland Security through a host of policy changes in the post 9/11 era, is resigning to head the University of California system.

Napolitano, just the third person to lead the 10-year-old department, told her senior staff Friday she would be leaving for California. She will become the president of the University of California system, which includes UCLA and the University of California, Berkeley, among other campuses. The University of California also announced Napolitano's nomination to be the 20th president of the statewide system. It was not immediately clear who President Barack Obama was considering as Napolitano's replacement.

Napolitano, a former Arizona governor and attorney general, was appointed by President Barack Obama in 2008. She had led the department through a series of policy changes with respect to protecting the public safety, including a focus on enforcing immigration laws.

Under her tenure, DHS implemented a wide-spread policy of using prosecutorial discretion when arresting immigrants in the country without permission, saying her department needed to focus its scarce resources on criminals and those who posed a threat to public safety and national security. She also helped establish a plan to provide temporary relief from deportation for thousands of young immigrants who arrived in the United State illegally and don't have legal status.

"I thank President Obama for the chance to serve our nation during this important chapter in our history," Napolitano said, "and I know the Department of Homeland Security will continue to perform its important duties with the honor and focus that the American public expects."

Obama issued a statement commending Napolitano for "her outstanding work on behalf of the American people over the last four years."

"At the Department of Homeland Security, Janet's portfolio has included some of the toughest challenges facing our country. She's worked around the clock to respond to natural disasters, from the Joplin tornado to Hurricane Sandy, helping Americans recover and rebuild," Obama said. He added that the American people "are safer and more secure thanks to Janet's leadership in protecting our homeland against terrorist attacks."

David Heyman, the DHS assistant secretary for policy, told his staff in an internal email Friday that acting Deputy Secretary Rand Beers would lead the department pending a confirmation vote for Alejandro Mayorkas, who has been nominated to take the fill the department's No. 2 spot.

While no serious shortlist of names has emerged in Washington for Napolitano's permanent replacement, an official said some of the names circulating Capitol Hill as contenders include former Coast Guard Commandant Admiral Thad Allen, retired Independent Connecticut Senator Joseph Lieberman and Maine Republican Senator Susan Collins. Lieberman and Collins co-wrote the legislation that created the department a decade ago.

The BBC reported Khaled Alharbi was married to the daughter of al-Qaida’s number two, Ayman al-Zawahiri. He reportedly appeared with bin Laden in a video praising the Sept. 11, 2001, attacks.

Saudi National resurfaces… at White House 4th of July

Abdul Rahman Alharbi, once a person of interest in the Boston Marathon bombing, turned up at the White House for July 4th festivities. He was at one time placed on a watch list and was at one point labeled a threat to national security by the State Department. What in the world was he doing there?

As reported by TheBlaze, Abdul Rahman Ali Alharbi appears to have been in attendance at the White House’s 4th of July celebration for military leaders and their families. A Twitter account from a person claiming to be Alharbi’s father posted photos of the Saudi national at the event, and a Arab newspaper claims he was invited to attend.

So why would the Alharbi family have been at the White House for Independence Day?

According to some Arabic-language media, they were invited.

A recent post from the Twitter account in question links to a July 6 report from Al-Hayat – a widely-read pan-Arab daily newspaper – with the comment: “Today [Saturday] the Al-Hayat newspaper published a news item stating that Abd Al-Rahman and his family had been invited by the White House to participate in America’s Independence Day celebrations.” [Emphasis added]

A number of lingering questions remain on the issue, though the White House has not responded to TheBlaze’s inquiries.

“He’s at the White House celebration with the First Family, with the president and his wife. Why would you do that? Apparently they were invited,” Pat said.

“In fact, he was considered one of our most dangerous categories of terrorists and now he was just at the White House celebration of Independence Day. Is that bizarre? Federal Directive Authorizes Military To Engage Civilians: “To Quell Large-scale, Unexpected Civil Disturbances”

For years the government has been stockpiling weapons, ammunition, riot gear and armored vehicles. Military personnel have been training in tandem with federal and local police using everything from fully armed helicopters to tanks across America’s major cities in what appears to be a hybridization of domestic law enforcement agencies. Yet, questions about these shadowy activities have been dismissed by media and public officials as nothing more than training designed to help our country’s fight against terrorism at home and abroad.

The armaments, training and anti-terror directives are not for use against terrorists in some far-off war zone like Afghanistan, but rather, are designed for American citizens right here at home.

The troubling aspect of the directive outlines presidential authority for the use of military arms and forces, including unarmed drones, in operations against domestic unrest.

“This appears to be the latest step in the administration’s decision to use force within the United States against its citizens,” said a defense official opposed to the directive.

Directive No. 3025.18, “Defense Support of Civil Authorities,” was issued Dec. 29, 2010, and states that U.S. commanders “are provided emergency authority under this directive.”

“Federal military forces shall not be used to quell civil disturbances unless specifically authorized by the president in accordance with applicable law or permitted under emergency authority,” the directive states.

“In these circumstances, those federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the president is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances” under two conditions.

The conditions include military support needed “to prevent significant loss of life or wanton destruction of property and are necessary to restore governmental function and public order.” A second use is when federal, state and local authorities “are unable or decline to provide adequate protection for federal property or federal governmental functions.”

“Federal action, including the use of federal military forces, is authorized when necessary to protect the federal property or functions,” the directive states.

Military assistance can include loans of arms, ammunition, vessels and aircraft. The directive states clearly that it is for engaging civilians during times of unrest.

This is not some conspiracy theory or sensationalist view of government operations. This is an actual military directive to be executed under orders from the President of the United States.

The tens of of billions of dollars spent on ensuring that these directives are successful once implemented indicate, in no uncertain terms, that the government is planning on this actually happening at some point in the future. Otherwise, why spend the time, money and effort?

This latest revelation shows that the U.S. government has a plan for quelling widespread civil unrest. And, earlier this year Dave Hodges shed light on another important aspect of these directives: what to do with those civilians who aren’t killed when the military rises up against Americans:

NEVADA | In the state of Nevada, Cliven Bundy and his family are currently caught in a fight over land with the Federal government. This is over his long standing refusal to acknowledge a 1993 modification to grazing rights on the land.

Bundy claims the land has been in his family since the 1800s. On Saturday, hundreds of federal officials, helicopters, low flying aircraft and hired cowboys, began rounding up Bundy's cattle in northeastern Clark County.

Bundy stated to the media, "I have raised cattle on that land, which is public land for the people of Clark County, all my life. Why I raise cattle there and why I can raise cattle there is because I have preemptive rights... who is the trespasser here? Who is the trespasser on this land? Is the United States trespassing on Clark County, Nevada, land? Or is it Cliven Bundy who is trespassing on Clark County, Nevada, land? Who's the trespasser?"

More than 100 supporters violated a crudely taped off "First Amendment Area" to rally in support of the Bundy family. They erected two flagpoles with the words "We the People" above a flag which read, "Liberty Freedom For God We Stand". The first amendment area stood empty, with one sign nearby declaring, "1st Amendment is not an area."

The feds say the move is about enforcing the law and protecting the endangered desert tortoise, but the Bundy family says the spat represents a showdown between big government and American farmers.

The Feds claim that the removal of the cattle from the land will cost taxpayers roughly $ 3 million.

The officials faced a unanimously skeptical group of senators at a hearing of the Senate Homeland Security and Government Affairs Committee called to consider militarized policing after the well-armed response to protests and looting in Ferguson, Missouri, last month. Much of the hearing focused on the Department of Defense’s congressionally authorized 1033 program, which since 1990 has supplied cops with $5.1 billion in used military equipment.

“Let me be clear, we, the department, do this because we’re asked to,” said Alan Estevez, principal deputy under secretary of defense for acquisition, technology and logistics. The program, he noted, was established to help cops fight the so-called War on Drugs.

Sen. Rand Paul, R-Ky., a forceful critic of militarized policing, insisted on knowing why nearly 12,000 bayonets had been given to local law enforcement, but came up empty. “I can’t answer what a local police force would use a bayonet for,” Estevez said. “We’re going to look at what we’re providing under the administration’s review of all these programs.”

Skepticism of the programs that have allowed for militarized policing was remarkably bipartisan. Sen. Ron Johnson, R-Wis., suggested that local officials should foot the bill for advanced equipment and Sen. Tammy Baldwin, D-Wis., sought answers on whether there are restrictions on forces being probed for civil rights violations.

The Obama administration has done some pretty crazy things but handing out bayonets to police officers is just plain creepy. What kind of hand to hand combat with the general population is the government anticipating that would require bayonets?

Illegals Have Taken their Invasion of our Border to a Whole New Level

Miranda Fuller, on vacation in San Diego, witnessed a disturbing and dangerous occurrence Monday while on at Mission Beach. Twenty men, all dressed in black, stormed the beach in San Diego. These men were illegal aliens who landed on the beach in a panga boat.

It happened at approximately 7 am on a Monday morning. After the men stormed the beach, they ran across the beach, climbed a wall, and headed into the city. Fortunately, much of their movement was caught by a homeowner’s surveillance camera.

Brian Wu, a Mission Beach resident, told NBC7 that the men appeared to have someone waiting for them. His cameras tracked them running into an alley where they changed clothes before attempting to walk into the city and blend in. Seven of the illegal alien invaders were spotted via helicopter and apprehended. Officials are still searching for the others.

On Tuesday at 1 am, a second attempt was made by a group of illegals enter the country via panga boat on Tuesday, but U.S. Customs and Borders agents were waiting for them. There were another 20 people on that boat, 13 men and seven women. Two were from Guatemala, one from El Salvador, and the rest were Mexican Nationals.

Former Representative Lt. Col. Allen West wonders if these two incidents of storming the San Diego beach, one in daylight and one at night, were actually dry runs for something more.

When I was commander serving in combat, I always looked for indicators, warnings and trends, and one of the things I always wanted our unit leaders and Soldiers to pay attention to was enemy dry runs.

Did we just see a “dry run” this past week in San Diego?

West continued with speculation as to a possible even more sinister and nefarious intentions in such an invasion than just illegals seeking citizenship.

It appears there were two illegal alien infiltration operations planned; one daylight, the other under cover of early morning darkness — coincidence or coordinated?

Why should anyone care about this report? First of all, there are some 10 male illegal aliens who successfully escaped into San Diego. Second, as reported in the video report, it seems that there was a link up coordinated with logistical support in the way of a change of clothes.

However, here is my concern. How many of you remember the Mumbai terrorist attack of 2008? It lasted from November 26-29 and was a well coordinated 12-point assault against multiple targets resulting in the deaths of 154 and some 308 wounded. The attack was executed by the Islamic terrorist group Lashkar-e-Taiba with a group of Islamic jihadists who received intense commando style training. And just how did those ten attackers infiltrate into Mumbai? They did it by inflatable speedboats. The one assailant who was captured detailed their waterborne training and preparations.

What’s the difference between an inflatable speedboat and a panga boat? Not very much. Could it be that the illegal immigration infiltration operation from this week was a dry run for something bigger?

With the 13th anniversary of the September 11th terrorist attack on the horizon, West says that we must remain diligent and stay alert. With increasing reports of Americans joining terrorist groups to fight against the country, it is important that we pay attention to the porous sections of our border – the oceans.

Rep. Jason Chaffetz (R-Utah.) had revealed this stunning information — originally denied by DHS Sec. Jeh Johnson, until Chaffetz revealed the sources, embarrassing Johnson at an open hearing.

Johnson then confirmed the capture and promised Congress the terrorists would be deported.

Yesterday, Chaffetz tried to ascertain what had happened to them, and was stunned — as we all should be — at the disturbing answers.

“Two are detained, the two others were released by the judge — uh, not my preference — they were released by the judge and they fled to Canada and they are seeking asylum in Canada,” the homeland secretary responded, and then tried to place the blame on an immigration judge for releasing two of the four men.

This is nonsense. Under the 1996 Immigration Law, ICE (now part of DHS) can hold any individual indefinitely if they are considered a security risk.

Chaffetz then asked if the U.S. was aware of the location in Canada the two fled to.


