    Obama ‘cannot guarantee’ benefits checks will be paid if debt deal isn’t reached

    President Obama warned Tuesday that retirees might not receive their Social Security checks next month if lawmakers fail to reach an agreement on how to reduce the federal debt.

    "I cannot guarantee that those checks go out on Aug. 3rd if we haven't resolved this issue. Because there may simply not be the money in the coffers to do it," Obama told CBS's Scott Pelley in an interview set to air tonight on the CBS Evening News.

    Roughly $20 billion in Social Security checks are set to be mailed out on Aug. 3--a day after the Treasury Department says the U.S. will begin defaulting on its financial obligations unless the debt ceiling is raised.

    But the president cautioned that it's more than just Social Security checks that could be affected. "These are veterans' checks. These are folks on disability," Obama said, according to excerpts released by CBS News. "There are about 70 million checks that go out."

    The president's comments come a day after he warned of dire financial consequences should Republicans and Democrats fail to come to an agreement on raising the debt ceiling and paying down the deficit. In a press conference yesterday, Obama said if Republicans fail to compromise on a debt deal that it could "throw millions of more people out of work."

    Obama and congressional leaders are set to meet again later today as the two sides continue to bicker over the debt ceiling and how to shore up the nation's dire fiscal state. The White House is pressing for an agreement by July 22nd--a little over a week before Aug. 2, the date when Treasury officials say the U.S. will hit its debt limit.

    The president said Monday he wants a large scale agreement that will tackle both the debt ceiling and deficit reduction until after the 2012 elections. He insisted he will veto any short-term, stop-gap measure aimed at continuing the debate. But Republicans have signaled they won't accept a deal that could result in a tax increase and are now pressing for either a smaller agreement, focusing just on the debt ceiling, or a measure that possibly includes the repeal of Obama's health care plan.

    On Tuesday, Senate GOP leader Mitch McConnell said he believes it's unlikely a deal to fix to the nation's deficit problems will be reached until Obama leaves office because the administration has expressed a "fundamental unwillingness" to agree to major spending cuts.

    "After years of discussions and months of negotiations, I have little question that as long as this president is in the Oval Office, a real solution is unattainable," McConnell said in a Senate floor speech.

    What does not make any sense is the fact that as of January 1st all working tax payers contribution to SS was reduced from 6.2% to 4.2% with the promise that the government will make up the difference. Really?

    Cut off all foreign aid, no more presidential trips (or family trips) but don't mess with two things: Social Security benefits and military pay. Congress and the rest of this Administration can wait for theirs. Scare tactics like this don't serve a purpose. I can't believe a President would actually say something like this.

    I can't believe what I am reading. I actually take that as a threat to my well being. You can't get the debt straightened out so you are going to keep MY money. What part of the ransom note did I miss. I have just about had enough. Grown men playing such terrible games with individuals such as myself that depend on social security to live not just exist but to live. Like pay my mortgage, health insurance, meds or and food to eat. What has happened to this country. I worked hard all my life, 2 and even 3 jobs to support my family, pay my taxes and even put money away in a ira for retirement. Here I sit with my ira next to nothing because of the economy and now you are going to hold my social security check for ransom.

    You know, as many other posters, I have paid my taxes for over thirty years and my parents for 40 before that. We've all paid into Social Security. Our parents will see part of what they paid in, but my husband and I never will. I don't see Social Security as an "entitlement" for seniors. They've paid it and should get it back. If the government would have stopped robbing Peter to pay Paul it would not be in the mess its in. If I wanted to just keep raising my debt ceiling whenever I wanted to spend more, the credit card companies and banks would laugh me out of their offices or off the phone. Why should the government be allowed to just have a limitless revolving account with our money???

    I really hope they dont. I agree with the person that said cut all foreign aid and use that money to pay social security and military.

    Just stupid scare tacts (some unfortunately will fall for), Washington & Pres do your job for the benefit of Americans and stop your own agendas & nonsense.

    Conservative groups that had been anxiously hoping to use this summer's debt ceiling vote as a rare opportunity to reduce government spending were furious Wednesday when Senate Republicans outlined a plan to raise the limit without ensured spending cuts.

    Senate Minority Leader Mitch McConnell outlined a complex and procedure-heavy proposal Tuesday (details here) to give President Obama the ability to raise the debt ceiling in increments without Republican support. McConnell unveiled the plan just before leaving Capitol Hill Tuesday to meet with Obama to continue discussions for a possible deal between the parties.

    McConnell was careful to describe his plan as a "last-choice option" but a several conservative groups took aim at the minority leader for effectively destroying, in their view, any leverage Republicans had to negotiate with the president.

    Michael A. Needham, CEO of Heritage Action, the advocacy arm of the conservative Heritage Foundation, called it a "serious walk back" from the party's long-held position on the debt ceiling deal.

    "Republicans in Congress have been expressing their intent to use the debt ceiling as a means to secure systemic reforms that could save our country from fiscal collapse," Needham said. "The plan that we are reading reports about today is a serious walk back from that position and would seemingly trade the leverage needed to achieve reforms in return for political gains."

    FreedomWorks, a Washington-based group that organized some of the largest tea party rallies in 2009 and 2010, sent McConnell's office number to its member lists and urged them to help him "find his spine."


    "If Sen. McConnell thinks cutting spending is too hard, maybe he should listen to the tea party grassroots that sent 87 additional Republicans to Congress last year," said Freedom Works Vice President Dean Clancy. "We want to see real cuts, spending caps with teeth, and a Balanced Budget Amendment. We'll be encouraging our million-plus members to help Sen. McConnell find his spine."

    Conservative bloggers were no friendlier.

    "Mitch McConnell wants to make it even easier by allowing Congress to go through a dog and pony show of feigned cuts that never get cut while allowing escalation of our national debt," wrote RedState.com editor Erick Erickson in a post originally titled, "It's Time to Burn Mitch McConnell in Effigy." "2014 cannot come soon enough to destroy the political future of this weasel."

    "Three letters come to mind," wrote Michelle Malkin, a conservative commentator. "W.T.F.?!!"

    Here is a news flash for both you liberals and conservatives. I am old enough to have waited in line during the first arab oil embargo back in the early 70's. Both the dems and the pubs were saying "we must free ourselves from the ties with arab oil by the end of the decade (1980)! Do any of you see a problem here. It isnt the dems or the pubs folks!!     My comment is for all congressmen regardless of party. I am a citizen of the U.S. and no matter what party I belong to or voted for, you owe us, as your employer, your full time representation as a citizen of your district. Your job is to run the government of the USA, not play partisan politics like a bunch of 3 year olds. You owe all of the people, be they Democrats, Republicans, Independents, Libertarians, or whatever, the same allegiance. That is what you are paid to do. You people have brought our government to a total standstill with your constant “playing party politics” and refusing to do the job we sent you to do. I, for one, feel that when you enter the Capitol there should be hook to hang your party affiliations on, because when you play party politics, you are doing a disservice to all of the people of our country and, as a result, have brought our country and way of life to the very brink of destruction due to stupid pig-headedness all around the table.     President Barack Obama clashed sharply with a top Republican foe as tense talks to avert a ruinous early August US debt default flared up amid grim warnings about the global consequences.

    US central bank chief Ben Bernanke said a default would plunge the economy into "major crisis," while ratings agency Moody's warned the United States may lose its sterling triple-A debt rating on rising risks of a short-term default.

    Default would "throw shockwaves through the entire global financial system," and risk sending the fragile US economy into a new recession, the US Federal Reserve chairman told a key congressional committee. Obama, who was to hold a fifth straight day of negotiations with Republicans and fellow Democrats at 4:15 pm (2015 GMT) Thursday, planned to take stock of the seemingly stalemated process on Friday, a Democratic aide said. "Friday is not a hard deadline," the aide told reporters after the contentious discussions wrapped up their fourth day, but "the clock is ticking, they have to get this done."

    Obama needs the Republican-led House of Representatives and Democratic-held Senate to sign off on a deal to close the yawning US deficit while allowing cash-strapped Washington to borrow past an August 2 deadline. The president, who has pressed for a comprehensive deal to last through his 2012 reelection campaign, was sending Treasury Secretary Tim Geithner to brief Senate Democrats Thursday on the state of the negotiations.

    Obama has called for cuts to social safety net programs dear to Democrats while pushing for tax hikes on the rich, a step rejected by Republicans who charge doing so will smother investment and crush already weak job growth. Tensions boiled over Wednesday, with Obama heatedly rejected Republican House Majority Leader Eric Cantor's push for a short-term deal anchored on spending cuts, according to key Republican and Democratic aides.

    Obama said he would veto such a stopgap measure, warned Cantor "don't call my bluff," and declared himself ready to take his case to US voters, agreed aides on both sides, who described the events on condition of anonymity. Republican aides described Obama as storming out of the meeting in a huff, while their Democratic counterparts said that the presidential rebuke left Cantor chastised and speechless. "I've reached my limit. This may bring my presidency down, but I will not yield on this," according to a Republican aide.

    The president's message was "enough posturing, he said 'enough is enough.' He did not abruptly walk out. He was done with the meeting, everyone was done with the meeting, and he left," said a Democratic aide.

    An aide to Republican House Speaker John Boehner later signalled that the lawmaker was prepared to accept a short-term deal in which spending cuts outweigh the debt limit increase and tax hikes are off the table.

    The shift to a stopgap could clear the way for a plan crafted by Republican Senate Minority Mitch McConnell, whose proposal would effectively see the debt limit rise only with Democratic votes and without guaranteeing spending cuts.

    Leading Democrats and the White House greeted McConnell's proposal carefully, but it was unclear whether the plan would rally enough Republican support to pass the divided US Congress. Republicans have embraced fiscal discipline since Obama took office, after years in which they backed massive tax cuts and rejected paying for wars in Afghanistan and Iraq or a costly increase in a popular health care program.

    Obama has called for daily talks to reach a deal to lift the US debt ceiling, now at $14.29 trillion, in the face of a budget deficit expected to hit $1.6 trillion this year. The US hit the ceiling on May 16 and has used spending and accounting adjustments, as well as higher-than-expected tax receipts, to continue operating without impact on government obligations.

    But by August 2, the government will have to begin withholding payments to bond holders, civil servants, retirees or government contractors.

    The prospect of a default led Moody's to place US debt on a downgrade watch, citing prospects that talks may not reach a deal in time to "prevent a missed payment of interest or principal on outstanding bonds and notes."

    "Moody's considers the probability of a default on interest payments to be low but no longer to be de minimis," the agency said.

    Instead of cutting social security and medicare, why not put a freeze on the members of the senate, house reps & congress salaries for the next ten years and let them pay for their own health insurance. Once this happens then you'll see them jumping to a different tune. When you're sitting in the ivory tower it's hard to understand what goes on in the servants resident.     Why not cut the salaries and benefits to congress, so they know and feel what the middle class, poor, seniors, disabled, veterans,etc. are going through thanks to them. Make them our equals, so they suffer as we are. Why do they have to give tax breaks to the ones that do not need them and we have to barrow $$$$$$ so they can get those breaks. Is that logical??

    I would like to see them cut off or cut in half all retirement to past legislatures. Did you know if someone serves even one term they get a pension for life? Look into that racket and clean that up. Wiener gets a huge pension. They always vote themselves raises, who else can do that?

    I had to be mommy and daddy while my hubby served overseas...for 24 yrs, i did this with maybe 2 1/2 mos of
    time with my children and me...we are now divorcing after 29 yrs...i'm disabled, my mouth sure isn't tho...
    Don't listen to these poeple, what are they trying to do? Worry the elderly into a heart attack? So it's one less
    bill they think they might have to pay? Sorry, usa...we paid you in trust, without even the right to say no

    It is scare tactics from someone who accuses anyone who opposes him of "fear mongering"' Where are all his "hope and change" cheerleaders now ?? This was NOT the kind of change we were hoping for... I think.


    Here is another idea - cut all aid from those who are NOT legal citizens; save that money for those who paid into the system... not those who showed up for a hand out. If they want the benefits and priveledges of being Americans... go thru the proper channels to come here.
