    What Is Obama Trying to Cover Up?
    Obama flouts a transparency law that he himself sponsored.

    Saying one thing on the campaign trail and doing another after taking office is nothing new. President Obama has done it repeatedly. Some of these policy or legal reversals have been for the better; many decidedly have not. Whenever it happens, though, Obama should (though he rarely does) explain himself carefully and clearly — especially when the reversal looks like it was done for personal or partisan reasons. Moreover, any such reversal must be consistent with the law, especially laws that Obama had a hand in enacting as a senator.

    Obama’s latest, and perhaps most problematic, change of position is his firing earlier this month of Gerald Walpin, inspector general of the Corporation for National and Community Service (CNCS), a federal agency that promotes and coordinates volunteerism. According to the agency’s website, the CNCS inspector general “conducts and supervises independent and objective audits and investigations of Corporation programs and operations . . . to promote economy and efficiency and prevent and detect fraud and abuse in the Corporation’s programs and operations.”

    Frankly, the inspector-general system in the federal government is vastly overrated and has an undeserved reputation for nonpartisan, objective investigations. In fact, many current and former government employees have been abused by personal, partisan, or ideological witch hunts, conducted by glory-hunting IGs trying to make a name for themselves in the Washington political and media world.


    But two years ago, then-Senator Obama co-sponsored the Inspector General Reform Act, which was eventually enacted last year as the Improving Government Accountability Act. Part of the purpose of that law, as outlined in the Senate report, was to make sure that IGs operate with “sufficient independence to do their jobs well,” without fear of political repercussions. Thus, the law requires the president to communicate “in writing the reasons for any” removal or transfer of an IG. The Senate report says this provision is intended to “ensure that Inspectors General are not removed for political reasons.” Good luck with that.

    At first there was no explanation for Walpin’s firing; Obama simply said he “no longer” had “the fullest confidence” in Walpin. After the initial uproar, the White House started claiming the IG had been “disoriented” and “confused” at a May 20 meeting, something an eyewitness directly refutes. Moreover, even alleged “confusion” at a hostile meeting is an insufficient substantive ground for dismissal if the IG’s work is sound.

    Neither President Obama’s claimed “lack of confidence” nor Walpin’s alleged momentary confusion at a single meeting of the many that he participated in, both before and after May 20, meets the requirements of the statute in giving actual, concrete reasons for his removal. So what was Walpin doing that caused him to get the boot?

    We do know that Walpin recently investigated Sacramento mayor Kevin Johnson, a big political supporter of Obama. Johnson is the founder of a non-profit organization called St. HOPE, whose objective is to “revitalize” inner-city neighborhoods. St. HOPE received a federal grant of $850,000 from AmeriCorps, a program of CNCS. According to the Associated Press, Walpin concluded that St. HOPE “had used AmeriCorps grants to pay volunteers to engage in school-board political activities, run personal errands for Johnson and even wash his car.” The former executive director of St. HOPE charges that Johnson’s e-mails were deleted during the federal investigation and accuses board members of fiscal mismanagement.

    Despite all this, the acting U.S. attorney in Sacramento, Lawrence Brown, criticized Walpin’s investigation and refused to file criminal charges. He did, however, agree to a civil settlement in which St. HOPE agreed to repay, over a ten-year period, half of the grant money it received, including almost $73,000 from Johnson’s own pocket. In return, St. HOPE and Johnson became eligible to receive federal grants once again. Brown seemed more interested in ending the mayor’s ineligibility than in enforcing federal law; the wisdom of letting an organization receive federal funds when it is taking ten years to repay prior federal grants that were wrongly used seems highly questionable.

    The chairman of AmeriCorps, Alan Solomont, another supporter of President Obama, who bundled more than $800,000 for the president’s campaign and his inauguration, is also upset at Walpin. The IG recently issued another report critical of AmeriCorps’s largest grant program, which has sent $80 million to the City University of New York. The meeting at which the IG was supposedly “disoriented” was the one where he was chastising Solomont and the board of CNCS for not exercising proper oversight over AmeriCorps grants.

    To review: Walpin discovered taxpayer funds being misused by a political supporter of the president, questioned the validity of another large program funded with AmeriCorps dollars, and criticized the oversight of the CNCS board, which is chaired by one of the president’s largest contributors. The president then, without a meaningful explanation or other justification, fired Walpin.

    Under such circumstances, the summary termination of an IG appears to any reasonable observer to be political revenge at best — and possibly worse, if it’s intended to prevent further investigation, cover up wrongdoing, or signal other would-be investigators to watch their backs. As is true with the Justice Department’s unexplained dismissal of the suit it had won against the New Black Panther Party for voter intimidation in Philadelphia, the administration’s silence is telling.

    If a conservative were in the White House, this story would receive front-page coverage, with commentators and congressmen alike arguing that the White House’s actions amount to an admission of highly unethical conduct. Somehow we don’t think this kind of behavior is the “change” in Washington that voters were expecting. But we remain hopeful that the mainstream media will finally wake up and start holding Obama accountable for some of his questionable actions.

    Another former ACORN worker is about to spill the beans. Via the Las Vegas Sun:

    The attorney general’s office turned up the heat Monday on a national organization at the heart of a voter registration fraud investigation.

    Christopher Edwards, 33, the former Las Vegas field director for the Association of Community Organizations for Reform Now, or ACORN, pleaded guilty to two gross misdemeanor counts of conspiracy to commit the crime of compensation for registration of voters.

    As part of a plea agreement, Edwards will testify against the other two defendants in the case — ACORN and its former regional director, Amy Busefink.

    The anti-poverty organization has local chapters in 100 cities across the country and national offices in New Orleans, New York and Washington.

    State investigators consider Edwards the mastermind of an illegal incentive program at the local ACORN office that, with the approval of Busefink and national ACORN officials, encouraged the collection of fraudulent voter registration forms during the 2008 campaign season.

    The bonus plan was called “Blackjack.”


    You can bet that Edwards’ testimony will reverberate at ACORN offices across the country:

    In his plea agreement, however, Edwards said that from Aug. 1 to Oct. 31, 2008, he unlawfully conspired with ACORN and Busefink to create a local bonus incentive program, known as “Blackjack,” giving ACORN canvassers an additional $5 for turning in 21 or more registration cards per shift. ACORN allegedly required its workers to submit at least 20 voter registration forms a day to keep their jobs.

    It is illegal in Nevada to attach incentives to gathering registration forms because it encourages canvassers to submit fraudulent forms.

    When the indictments were announced in May, Cortez Masto said that by structuring the compensation around a quota system, “ACORN facilitated voter registration fraud in the state.”

    About the same time in Pittsburgh, a half-dozen ACORN workers were charged with violating a similar Pennsylvania law prohibiting quotas and other incentives in voter registration drives.

    That case was put on hold last month after the American Civil Liberties Union there filed suit on behalf of ACORN challenging the constitutionality of the state law.

    In the aftermath of the embarrassing scandal, the state pushed hard for reforms — unsuccessfully at times, as with voter-ID laws — and raised the enforcement profile for voter fraud. Before the 2008 election, Wisconsin’s Attorney General J. B. Van Hollen and Milwaukee County District Attorney John Chisolm formed a special task force to combat attempts to pervert elections, especially in Milwaukee, where most of the problems occurred in 2004.

    Today, Van Hollen announced indictments in five cases — including two felony indictments against ACORN for scheming to have registrants vote multiple times in November 2008. The AG released this statement today:

    MILWAUKEE – Attorney General J.B. Van Hollen announced today that the Milwaukee Election Fraud Task Force has brought additional electoral fraud cases against five Wisconsin residents. The Department of Justice, acting as Special Prosecutor for Milwaukee County, has filed felony charges against Maria Miles, Kevin Clancy, Michael Henderson, Herbert Gunka, and Suzanne Gunka, all alleging election fraud arising out of the November 4, 2008, Presidential Election.

    “The integrity of elections is dependent upon citizens and officials insisting they be conducted lawfully. Wisconsin’s citizens should not have to wonder whether their vote has been negated or diminished by illegally cast ballots,” Attorney General J.B. Van Hollen said.

    According to the criminal complaints, Miles and Clancy served as Special Registration Deputies (“SRD”) for the City of Milwaukee in advance of the 2008 Presidential Election. Each worked for the Association of Community Organizations for Reform Now (“ACORN”). Miles and Clancy are each charged with the felony offense of Falsely Procuring Voter Registration as Party to a Crime. The complaint alleges that Miles and Clancy submitted multiple voter registration applications for the same individuals, and also were part of a scheme in which they and other SRDs registered each other to vote multiple times in order to meet voter registration quotas imposed by ACORN.

    Henderson is charged with one count of Voting by a Disqualified Person and one count of Providing False Information to Election Officials, both felonies. The complaint alleges that Henderson registered to vote at the polls on November 4, 2008, thereby certifying that he was a qualified elector. It also alleges that he then cast a ballot. At that time, Henderson was on an active period of probation for felony convictions from Rock County. A felon on an active period of supervision for a felony offense is prohibited by state law from voting in any election.

    Herbert and Suzanne Gunka are each charged with the felony offense of Double Voting. The complaint alleges that they each voted in the November 2008 election by casting absentee ballots before the election. The complaint also alleges that after casting absentee ballots, they each voted in person at their polling place on election day.
    Each individual charge carries a potential penalty of imprisonment up to 3 ½ years and a $10,000 fine. All defendants are ordered in for an initial appearance on April 20, 2010, at 1:30 p.m.

    The Miles-Clancy complaint has some interesting allegations, which will undoubtedly create problems for ACORN in the future. According to Maria Miles, ACORN required employees to register five people in a six-hour period. Over the course of a week, that requirement gradually increased to 20 new registrants in a six-hour period. If they failed to meet their goals on any one day, they would get docked an hour’s pay. If they failed to meet that goal three days in a row, ACORN would fire them.
    So instead of getting fired, ACORN workers began registering each other. Not only did that protect their jobs, but one of them began having sex with the supervisor in order to keep from getting fired:

    Miles indicated that at one point, Gabriele Robinson began sleeping with their supervisor, Edward Williams. Miles stated she would go to Robinson’s residence and hang out for the day. She stated at the end of the day, Williams signed off as though they had turned in their 20 signatures for that day, giving them their pay. Miles stated that she and Robinson did this at least once a week, and that they received payments for those days when they did not turn in registrations because Robinson was sleeping with Williams.

    Miles also advised the agents that the individuals would travel in groups and, if and individual registered a citizen to vote, the other SRDs would tell the citizen, “It doesn’t hurt if you sign this one also.” Thus, multiple SRDs recorded a signature from the same person. Miles stated that they were “all hoodlums” working for ACORN and they all had criminal histories, and that they were going to “do whatever they had to do” to be able to gain their money at the end of the day.
    Charming. What a splendid work environment! No wonder James O’Keefe and Hannah Giles found ACORN staffers to be so helpful at promoting prostitution rings.

    Milwaukee police officers sat on their hands for months last year instead of investigating possible voter fraud cases from the 2008 general election.
    It’s an incredible claim, but it’s coming from a credible source:
    Assistant District Attorney Bruce Landgraf, the Milwaukee County prosecutor responsible for overseeing campaign and election issues.

    “Honestly, the Milwaukee Police Department largely ignored your double voter (and other) referrals received in January 2009 for the first six months of 2009,” Landgraf wrote in an e-mail to a city elections official on Jan. 26.

    Speaking with unguarded candor, the veteran prosecutor said in his note that MPD’s tardy response had a major impact. The cases involve voters who may have cast more than one ballot, felons who may have voted illegally and other cases of possible election fraud.

    Update II: The people charged this morning were investigated by the Division of Criminal Investigation out of the AG’s office. There have been “a couple” of other indictments for voter fraud from the 2008 investigation, according to the DA’s office, but these are their first indictments involving ACORN. They declined to comment on any further investigations into ACORN, but they also noted that the task force is still in place.


    Update III: The AG’s office took another look at their records and found one ACORN-related indictment previous to this one. In all, they have produced 13 indictments thus far.

    The presidential election is just around the corner and voting issues have already become a problem in Guilford County.

    On Monday, several voters complained that their electronic ballot machine cast the wrong vote. All the complaints were made by people who voted at the Bur-Mil Park polling location.

    One of the voters, Sher Coromalis, says she cast her ballot for Governor Mitt Romney, but every time she entered her vote the machine defaulted to President Obama. “I was so upset that this could happen,” said Coromalis.

    The Guilford County Board of Elections Director says the problem is no biggie - it happens in every election, and can be resolved after the machine is re-calibrated by poll workers. Then maybe we should rethink these electronic ballot machines because while many, perhaps most people notice the problem, there are no doubt many who assume that their vote went through correctly and don’t even check.

    UPDATE on Oct. 21, 2012 – 74 MORE 112 year olds voted on Saturday, bringing the total to 832 votes.

    Here in NC, we have a local organization that posts RAW DATA from the NC State BoE site. It’s called Vote Tracker.

    Well, one of my fellow patriots has brought to my attention, that we have what appears as Massive Voter Fraud. After only 2 days of our “ONE STOP VOTING” we have 758 individuals, who are 112 Years Old, that have already cast ballots here in NC for the November 6th General Election.

    According to the 2010 US Census, there are only 330 people, over 110 years old, in the entire United States.

    In fact, two of the 112 year aged voters were mail-in ballots from overseas; ostensibly vacationing to escape the now bitterly polarized political contest, and who can blame them?

    But it gets worse when we note from another concerned voter, who indicated the following explanation, which goes but one full measure further to explain what’s happening in NC during this voting season of , perhaps, persistent political zombies:


    I overheard a nice lady about 70 telling her friend the following: “Yes, I voted today.”

    “Going back tomorrow too.”

    “They took us to a place that don’t ask names and don’t write nothing down. They give $20 each time.”

    She then handed her friend a card I couldn’t see and told her friend to call the number.

    This same tipster later sent a message indicating that he had, indeed, contacted the local election center, who immediately patted him upon the head graciously for being a good citizen with a promise to check on it again much later, in due course.
    Obviously there is a problem, one in which voter ID might clearly provide a solution. A thing that only the Democratic party swears against at any cost, and for reasons becoming quite obvious.

    I thought a couple of Civitas’ new friends would like to help me wish happy birthday to the thousands of 112 year olds who are about to vote in this year’s election. You will remember that I wrote about the 110 year olds voting strong in the 2010 General Election and later wrote an update. Well, its two years later and that’s right, those voters are now 112 years old. Already, almost 1,000 of them have cast their ballot in this year’s election. In 2010, more than 9,000 110 year olds voted and many more 108 year olds voted in 2008.

    So, here’s to North Carolina’s 112 year olds – Happy Birthday! The 112 year olds in North Carolina are one of the groups of voters who exemplify the State Board of Elections contempt for clean elections. The State Board of Elections has been aware of what we believe to be erroneous age data for many years and has obviously refused any attempt to correct the incorrect data. It is evident that there is no hope for fair and honest elections when you have no idea who is on your voter rolls.

    Last week Civitas had a visit from two representatives from The Organization for Security and Cooperation in Europe (OSCE) who are in the United States to observe our elections. The OSCE partners with the United Nations on democratization and human rights projects. Funny that the national stories say they are here to determine if poll observers are intimidating liberal voters – we did not get that out of their visit. But if true, observers, sent to observe, observers? Did the liberal groups want the U.N. observers to intimidate our poll observers?

    According to this article in The Hill, OSCE was invited by several liberal groups. Civitas welcomed their visit because it gave us a chance to share our view on poll observers.
    You read right. The people who are doing their best to maintain election integrity, are the ones the UN observers are visiting. Meanwhile, the election is being stolen right under their noses.

    The Sec of State in North Carolina is Elaine Marshall, a Democrat.

    Earlier this year, she posted a message on her campaign website asking visitors to sign a petition against voter photo ID. She recited the mantra of the left - that the law is a solution to a problem that doesn’t exist….

    PETITION: STOP VOTER ID LEGISLATION!


    Voting is a basic, fundamental right in our country – and any attempt to suppress voters must be stopped.

    Right now, the legislature plans to override Governor Perdue’s veto on a Voter I.D. law passed last year. This law will disproportionately hurt seniors and low-income voters. If this law were to pass, folks like my 92 year old mother would need a photo I.D. in order to practice a basic right. This law will prevent thousands of North Carolinians from voting in November. It is voter suppression at its finest.

    I cannot sit back and watch thousands of voters have a basic right stripped from them. That is why we are launching a petition this week demanding the legislature drop this veto attempt.

    Sign our petition and add your name to the chorus of people demanding an end to this legislation!

    Voter I.D. laws are a complicated solution to a problem that doesn’t exist – voter fraud is fiction, not fact.

    We already have laws that punish violators of election laws. Most election violations would not be cured by an I.D. requirement. This proposal would add costs and burdens to eligible voters in violation to our NC constitution that requires all elections to be free.

    And again, I cannot stress this enough, this legislative move will disenfranchise thousands of voters. In fact, right-wing groups desperately trying to prove that fraud exists have taken to trying to commit fraud themselves, rather than find factual examples.

    It is ridiculous – but we have the power to ensure Governor Perdue’s veto holds in the legislature.

    Jim Moran’s son, Pat, the field director for his campaign is the subject of the latest O’Keefe sting operation on voter fraud. This one proves once and for all, that voter fraud is real – Democrats know it’s real – and Democrats are happy to help it along, whenever possible. Pat was caught on tape giving the reporter ideas on how to get away with voting 100 times in northern Virginia, and was 100% supportive of the effort.

    Moran: And I imagine he’ll be using…

    Moran: Yeah. But like utility bills or something like that. He’ll need bills. He’ll need something with the name and their address on it.

    Reporter: He’s telling me if they’re going to be hesitant to enforce it. He’s telling me it’s a law but there’s law and then there’s enforcement.

    Moran: And there will be a lot of voter protection. So if they just have the utility bill or a statement (inaud.) will obviously be tough … but they can fake a utility bill with ease.

    Reporter: How would you do that?

    Moran: I mean I would just buy (inaud.)

    Reporter: Microsoft Word and type it up.

    Moran: Yeah, something like that. I don’t know, but that’s tough man. I mean, like … I feel like all the energy that you’re going to be putting into this, I think it would be much better suited finding out with just the in place GOTB (ph.) stuff, because all that stuff you’re kind of getting people that haven’t voted in a long time and that energy that you’d be putting in in trying to like ensure that it went through without a hitch and the risk to your name, I feel like plug it in and going to some underperforming districts.

    There’s a push down in Mount Vernon and like Prince William and places like that where OFA is trying to get it going, but they, you know, it’s largely minority population, people that just haven’t been plugged in and people that have been plugged in like Republican districts and they’re just not enthused.

    Here, Moran actually advised the reporter to forge a utility bill in order to comply with the new voter ID laws.

    Reporter: If we get some people to help us. We won’t have to go, maybe someone else will and we’ll scale up elsewhere. But he’s got name and address, that’s the best bet?

    Moran: Well, no, you need … it has to be … look at the law.

    Reporter: Okay.

    M: But it has to be like a utility bill or something like that. So you have to forge it.

    He encouraged them to pretend to be pollsters and call the people they’re planning on voting for ahead of time.

    R: Pretend to be a pollster?


    M: Yeah. Do you guys plan on voting, on November 6th? And go on from there and then depending on their answer just … if they say yes, then go through and just find out if they’re Dems or what. (Noise) (Background conversations) (Walking)


    R: Call first? Call them? Okay. That can get pretty awkward if they’ve already early voted, really awkward. Be ready to run.


    M: (Laughs) (Background conversations) I respect your initiative.

    After raising legal and practical concerns, Patrick Moran, son of Virginia Democrat James Moran, encouraged the reporter to create phony utility bills that would allow others to cast multiple votes in the November 6 election.

    Supporters of stronger voter ID laws seized on the video as evidence of widespread corruption among liberal get-out-the-vote organizations.
    “What he’s doing is soliciting fraudulent voter registrations and fraudulent ballots, and that’s a federal crime,” said Hans von Spakovsky, senior legal fellow at the Heritage Foundation in Washington, D.C. “Even attempting to do that is federal crime — you don’t have to go through with it. Attempting it is a crime.”

    Von Spakovsky said he would to expect the U.S. attorney in Alexandria to investigate.

    amazing how our country emphasizes the need for honest elections and want to guarantee that votes are true and have not been involved in corruption...............in other countries and not here.

    I have boxes of tea bags I am willing to throw into boston harbor.......

    International election observers planning to visit Texas polling places have “full immunity” from being arrested in the United States, the State Department said when discussing a letter from the Texas Attorney General.

    “I’m not going to get into any kind of hypothetical situations or predict where this is going to go other than to say we have every expectation that this will be worked out and to state the fact, which is that under U.S. law they are eligible for immunities,” said State Department spokeswoman Victoria Nuland. Reporters tried to get her to state explicitly that Texas could not arrest election observers from the Organization for Security and Co-operation in Europe (OSCE), but Nuland would only reiterate that OSCE observers have full immunity.

    they should have been in that county where if you voted for romney it defaulted to obama...oh wait....romney is white so he can't be discriminated against...he'll have to be a democratic minority to count.......

    Next thing you know is the government will be sued to change the name of the white house........king's mansion, emperors castle, dictators abode....anything but white...house. discrimination abounds but it is also one sided. I have a very good friend who is a minority and she related what happened when she said she was voting for romney - they didn't care that she was voting for the person she felt would be better for the job but they cared that she was voting for a white man! Personally I don't care what color you are as long as you can do the best job. How many people would chose a doctor based on their color and nationality and not their ability to save your life?
