Different states have different laws, but in Oregon you don't have any restrictions on your phone (some other states only allow basic service, no texting, email or web access), so essentially, I am getting a brand new AT&T account with a normal contract, all the bells and whistles... including the phone and plan that I want!
I just spent the morning on my pay as you go phone with government agencies... burning up 100 minutes, that sucks!
Getting a new AT&T doesn't suck, it's wonderful.

I also wanted to mention Alltel has a lifelink plan as well with more states that aren't covered in the other ones ...not free but reduced.

This is a wonderful program. I've already rec'd my phone----it is Tracphone, and you can buy Tracphone airtime cards and add minutes to it. In Fl, you get 68 minutes per month---helps me keep in touch with my 19 year old daughter.
Well worth applying for if you qualify.
