If someone has to go to court and it gets waived, does that mean the charges were dropped? What's the difference between waived and dismissed?

Waived i think might be like a diversion where if they do certain things they wont face the charges but if they screw up during the diversion time then they go back and face the charges. Charges being dismissed are dropped unless they are charges that were dismissed without prejudice and then they can be charged again....i think this is how it goes

Thank you for clearing that up. The guy that used to live next door to us is still harassing us. He had been arrested a couple weeks ago for possession of drugs. I saw in yesterday's paper that he went to court and it was waived. Time and time again he gets off with no punishment. Oh well,that's all I'm going to say or this will turn into a vent/whine.
