Clarifying Help

Do any of you know a "home remedy" for clarifying? I have hard water and always get build-up in on my hair and scalp, but I don't want to strip it, I just highlighted a few weeks ago.

My mother's hair stylist told her to put some shampoo in her hand and then add a little baking soda to it. She said it also helps for oily hair.
