weird neighbor or what

My daughter has trash pickup and since the trashcan was setting there I bent over to get a clear plastic bag that was beside the stake between the properties since I thought someone had thrown out a bag from a car driving by, but no it is taped to the stake. This is weird she and the neighbor get along fine and no one is throwing out trash or getting on his property from here. The neighbor across the street however throws stacks of cardboard out by the road all the time and the last storm we had I went outside and had to pickup several pieces of carboard out of my daughters yard that the wind had blown over. I don't know quite what to do my daughter is in no shape to deal with any problems she is starting to have a really bad spell of post partum depression and crying a lot. I have not had much luck dealing with my own neighbors over land issues so I am really concerned about trying to talk to him about it myself.

Just ignore it for now. Your daughter needs you more than the trash problem. If the neighbor has a problem, let them bring it up.

I discussed this with my daughter and she said he had done this before but does not know why, she says he is a very nice person, my other daughter says maybe he is tripping over the stake and put the bag there so he would see it. My daughter went to the dr today and they put her on meds for post partum depression. She has a lot on her plate lately hubby is in Iraq, she was put in the hospital for a week with complications, they gave her steroids which she is allergic to, she managed to carry the baby until the 37th week bedrest for 4 weeks, dr. induced labor she tried (pushed) for 2.5 hrs finally the dr. did emergency C-section, now the baby had jaundice and since she has been home she had to take him everyday to the dr. for bloodwork, there is no one here that drives and if my other daughter's neighbor had not volunteered to take her and the baby to their appointments I don't know what we would have done.

Yep sounds like someone put it there so they would be able to see the stake. I wouldn't worry about it.
