I say steal the dog and run. We had a neighbor who bought a dog, supposed to be a cocker spanial. Turned out it wasn't. She just put it out to die. We took it in. She told me later , she didn't care. She had TEN children. Those kids were out barefooted in snow, didn't have insurance so rarely went to the dr, and were fed one food at night, either french fries or chicken or what ever but just one food. They were healthy kids! No lie. The church provided Christmas for them. The ones who wanted scholarships for college got it because they were from such a large family. They had more than my kids did.
The father was out of town all week, was home Sat and Sun and Sun was fight day. Some of the kids would run down to my house during this.

my friend and I looked at each other and did not say a word just walked back in the house. I could not believe it. My friend has 4 kids and her husband just took a new job with a pay cut so that he could be home to help with the kids and they are having to adjust their budget to account for the pay cut so they can not afford to be feeding the neighbors dog too. So DH and I went to town and bought dog food for the dog and have been feeding it. We also are seriously thinking about taking the dog home with us. It is getting so cold out at night and this dog had NO dog house or ANY way to get warm. My friend lets it in her garage at night just so it doesn't freeze. It literally knocks on the door of her house trying to get inside so that it can warm up. I feel so bad.

I just want to slap these people. The kids, 3; 6; and 11, just run around the neighbor hood in and out of everyone's house. They have no shoes on when it is 36 degrees outside and are wearing shorts. Call CPS and nothing happens.

I haven't read through all the posts. But it seems to me that animal control needs to be called out on them. One for allowing their dog to run around without being on a leash and someone there with him or her and two for neglecting the dog because he is malnourished and being starved.

So sad that people would treat a pet like this. When will it ever change?

If it doesn't have a collar, I would just take it. I doubt they regestered the dog with the town so..if it's running around hungry then I'd say it was abandoned and that your friends have been feeding it and housing it for some time and you decided to take it. I'd also call CPS daily.
