I completely feel for you!
Our neighbor behind us has a camaro that has a car alarm that goes off constantly. I've complained to management so much, that they have it in his file- the groundskeeper MOVED OUT as a result of him.
I've gotten video of it going off all day and all night, documented with time.
This guy won't talk to us, and treats the neighborhood like he's the only one that lives here.
That being said, he works nights. I work weekendshift, days. So I'm home monday and tuesday.... when he needs to sleep. My speakers are on all the time, and especially during the time I know he's asleep 11am- 6pm. Apparently I had them up too loud one day, and had the wrong music on (I listen to nearly everything) cause he came knocking on the door, asking me if I could turn my music down.
I asked him if he could park his car somewhere else (ie his garage that he has for it) so we don't have to listen to the alarm. He told me NO. I told him there's your answer! He replied back something about the BIL telling him how much I liked it somewhere not to nice anyway, and I replied "YEP! I'm strange that way!"
I never open my door for anyone I don't know if I'm home alone. He was so mad he took it out on my flower garden, which was fine cause it was october.
I've found I can call the cops on him if he has it going off after 10pm. I do just that on the weekends.
I can't wait to move.
