I think it's a bunch of baloney and we run into the problem all the time! I have a situation where I have one daughter who is a straight A student, and for the past several years, teachers have "grouped" her with kids that typically get failing grades. I personally question if this is simply to help the failing child get a better score. What it ends up doing is taking my daughter's grade down unless she basically does the whole project herself.
cab92 is right. Lazy teachers. Not all of them, but public school sure isn't what it used to be!
