Exclamation FTP Hosts? Anyone use a GOOD one?

We've been having some issues here at work with our current FTP host and were looking for a new one. In the mean time, we're using a small one as an alternative when the first one wasn't working. We're having a small crisis here today as not only is our FTP service down, but so is the alternative one we were using as a crutch. We're bordering on desperate here since our business depends on file transers. I've spent the day on the phone with 10 or so ftp companies and no such luck on getting what we need.

Can anyone give a recommendation? We are a book printer and we upload and download files all day, and rather large files at that.

We need:
25-50 user accounts
Multiple connections at one time
at least 5 gigs space
Ability to have multiple sub-directories
Ability to have at least three custom permission settings
Must be a FTP host (not just a web space host).
High bandwidth
Hopefully around $100 a month.

Currently pay around $20 a month but we know that's never going to happen. I've already talked with ftphosting.com, makeityourname.com, fileden.com, onlineinstitute.com, iserv.net, a1whs.com, hosting4less.com, rackspace cloud computing, visionwebhosting, exxus.net, exavault.com.

Someone suggested looking up "virtual private server" which I haven't done yet. Any thoughts on that?

We are not looking for a web host but more specifically an FTP host. I found that when looking at people offering web space, they really frown on the traffic for uploading and downloading we are using since they just want it to be for a website and such.

I'm just getting all confused over what to look at anymore, so if anyone has suggestions, I would love you to death!!
