I think it is based on the quantity of mail you send and receive. Once you have the requisite number...you'll get the invites to send out.

I didn't get any for several weeks, then they came flooding in. I still have 6 more to use.

sprintx, I just sent the original invitation again, your's was the first one I sent out. Did you check your bulk/junk mail to make sure it wasn't in there? I know in yahoo mail it goes there sometimes.
