It's not apples to oranges in that someone is lied to about an extreme situation in an effort to create emotional trauma that is not revealed to be a hoax for hours. You want it to be more equal? Ok, your neighbor and her kid are in on the hoax and the police officer informs you that her kid was playing outside unsupervised and is now missing in an effort to "teach" you not to let your kid play outside unsupervised. No one is actually kidnapped so it's not a crime.

They think these kids learned a lesson? I'm sure some did. They learned not to trust authority figures. They learned to be skeptics. Those who weren't going to drink and drive still aren't. Those who think they are cool and planned to "get wasted man" now think that it happens so rarely that they had to make up a situation so obviously they will be fine. I'd bet if there was a comparison done of drinking/driving issues between schools that pull this sort of stunt and those that don't the statistics will be right about the same.

This presents your case much more eloquently then the convoluted hypothetical scenerio you concocted - both times.
