Police find weapons cache at teen's home

PHILADELPHIA - A home-schooled teenager who felt bullied amassed a cache of guns, knives and hand grenades and tried to recruit another boy for a possible school attack, authorities said Thursday.

The 14-year-old was taken into custody after police searched his bedroom in a Philadelphia suburb on Wednesday evening. He had talked about mounting a Columbine-type attack at Plymouth Whitemarsh High School, authorities said.

The weapons included a 9mm assault rifle that the teenager's mother had recently bought for him, Montgomery County District Attorney Bruce L. Castor Jr. said. Prosecutors are reviewing her actions.

Police also found about 30 air-powered guns, plus swords, knives, hand grenades, a bomb-making book, videos of the 1999 Columbine attack in Colorado and violence-filled notebooks, Castor said. The weapons were plainly visible in the boy's bedroom, Castor said.

The search did not turn up any ammunition for the most dangerous firearm in the bunch, the assault rifle. Authorities said one grenade was operable and three others were still being assembled. "I do not think an attack was imminent and I am not certain that an attack was going to occur at all," Castor said at a news conference. "It could have simply been big talking by a kid who thought that he was bullied previously and he was going to exact his revenge."

The teen previously attended middle school in the district but had been taught at home for more than a year after voluntarily leaving school, Castor said.

Plymouth Township police searched the home after getting a tip Wednesday from a high school student and his father.

The teen was charged as a juvenile with solicitation to commit terror and other counts and was being held at a youth facility. It was not immediately clear whether he had a lawyer.

Castor declined to name the suspect's parents and said he did not think they had retained lawyers. "They are now under investigation by us, concerning whether there's any complicity in putting the weapon in this boy's hands," Castor said.

The arrest came the same day a 14-year-old in Ohio opened fire at his Cleveland high school, wounding four before killing himself.

Classes were held as usual Thursday at the Pennsylvania high school.

NORRISTOWN, Pa. - The mother of a 14-year-old who authorities say had a cache of guns, knives and explosive devices in his bedroom for a possible school attack was charged Friday with buying her son three weapons.

Michele Cossey, 46, bought her home-schooled son, Dillon, a .22-caliber handgun, a .22-caliber rifle and a 9 mm semiautomatic rifle, authorities said.

The teenager felt bullied and tried to recruit another boy for a possible attack at Plymouth Whitemarsh High School, authorities said. His mother was not accused of helping plot an attack, "but by virtue of her indulgence, she enabled him to get in this position," Montgomery County District Attorney Bruce L. Castor Jr. said. "This is not the best parenting I've ever seen and she needs to be held accountable."

Acting on a tip from a high school student and his father, police on Wednesday found the rifle, about 30 air-powered guns, swords, knives, a bomb-making book, videos of the 1999 Columbine attack in Colorado and violence-filled notebooks in the boy's bedroom, Castor said.

The mother bought the rifle, which had a laser scope, at a gun show on Sept. 23 and provided police with a receipt, investigators said in court papers. The teenager said the two .22-caliber weapons were stored at a friend's house.

She was charged with unlawful transfer of a firearm, possession of a firearm by a minor, corruption of a minor, endangering the welfare of a child and two counts of reckless endangerment, and later released on bail. She did not comment at the hearing.

The teen, who also had a brief court appearance Friday, was ordered held at a juvenile facility while he undergoes psychiatric evaluations. He was charged with solicitation to commit terror and other counts, but his lawyer, J. David Farrell, stressed that all but one of the weapons prosecutors put on display were pellet guns and air rifles.

Farrell noted it is not illegal in Pennsylvania for a minor to fire a weapon under adult supervision and said he didn't believe the students at Plymouth Whitemarsh were in any danger. "They're showing 30 guns on a desk that appear to be handguns and saying this was a Columbine in the making," Farrell said. "That's simply not borne out by the facts."

Authorities said Friday that the boy's father also tried to buy his son a rifle in 2005, but was not allowed to because he was a felon, authorities said Friday.

Frank Cossey was sentenced to house arrest for lying about his criminal record when he went to buy a .22-caliber rifle for his son in December 2005, police said Friday. On his application he said he had never been convicted of a felony, but he had pleaded guilty in 1981 to manslaughter in a drunken driving death in Oklahoma and sent to prison, police said.

The teen previously attended middle school in the district but had been taught at home for more than a year after voluntarily leaving school, Castor said. Castor has said he does not believe and attack was imminent or would occur at all. He said Friday that the teen had a "disturbed mind."

"This was a smart kid that clearly believes he was picked on and was a victim," Castor said. "He had psychological issues and began to act out on those feelings."

The arrest came the same day a 14-year-old in Ohio opened fire at his Cleveland high school, wounding four before killing himself.

NORRISTOWN, Pa. - A 14-year-old boy accused of plotting a Columbine-style attack on a suburban Philadelphia high school admitted in court Friday that he illegally stockpiled weapons.

Dillon Cossey will be held in juvenile custody for as long as seven years after admitting to criminal solicitation, risking a catastrophe and possession of an instrument of crime.

Cossey, a home-schooled student from Plymouth Township, was arrested earlier this month. He tried to recruit another boy in the plan, which included chaining shut the doors at Plymouth Whitemarsh High School, Montgomery County District Attorney Bruce L. Castor Jr. said.

Cossey had amassed a stockpile of weapons, including a 9 mm semiautomatic rifle, about 30 air-powered guns modeled to look like higher-powered weapons, swords and knives, and had a bomb-making book, videos of the 1999 Columbine High School attack in Colorado and violence-filled notebooks, authorities said.

Cossey's mother, Michele Cossey, 46, is charged with buying him a .22-caliber handgun, a .22-caliber rifle and a 9 mm semiautomatic rifle with a laser scope. She would face a maximum sentence of up to seven years in prison on the most serious charge, unlawful transfer of a firearm, but prosecutors expect she would get a much lighter sentence because she doesn't have a criminal record.

The boy will be placed in juvenile custody. The longest he can remain there is until his 21st birthday. He will receive regular evaluations by Judge Paul Tressler.

"I'm going to make it clear to you and your parents, if you get to the point where you're ready to get home, but they're not worthy of having you, I'll send you somewhere else" such as to a relative or foster home, Tressler said.

Cossey took the stand during Friday's hearing and mostly answered yes and no questions. He admitted telling a friend that he wanted to stage an attack similar to Columbine, saying, "The world would be better off without bullies," according to Castor.

The teen had attended middle school in the district but had been taught at home for more than a year after voluntarily leaving school after seventh grade. His former classmates attended Plymouth Whitemarsh High School.

The boy's attorney, J. David Farrell, read from a letter that Cossey wrote earlier this week.

"First off, I would like to apologize for the trouble I caused," the letter read. "I realize now that I was not thinking correctly. I want everyone to know that what was in my room does not change what was in my heart."

Castor said Cossey described to police being bullied a few times, but Farrell believes it was more frequent.

"My investigation has really disclosed that he has been the subject of protracted and profound peer abuse his whole life. It drove him from school," Farrell said.

Authorities do not believe the teen was close to pulling off an attack; he had no ammunition and the teen he approached was the first he had asked for assistance.

Farrell said people who know Cossey don't think he would have followed through.

"I think it was largely a fantasy that was beginning to cross the line," Farrell said.

The mother bought the semiautomatic rifle at a gun show on Sept. 23 and provided police with a receipt, investigators have said. The teenager said the two .22-caliber weapons were stored at a friend's house.

Police, who searched the boy's home with his parents' permission, also discovered seven explosive devices Castor has described as homemade grenades: plastic containers filled with BBs to which gunpowder could be added. Authorities said one was operable and the others had been in the process of being assembled.

NORRISTOWN, Pa. - A woman admitted she helped her troubled, bullied 14-year-old son build a cache of weapons by buying him a rifle and gunpowder, but investigators still don't know if she was aware her son was planning a deadly school attack.

Michele Cossey, 46, pleaded guilty Tuesday in Norristown to one count of child endangerment. She admitted that she bought him a rifle with a laser scope and gunpowder, which investigators said he was using to build grenades.

Prosecutors said her son, Dillon, came idolize the Columbine High School shooters and was planning an attack last year on Plymouth Whitemarsh High School, which some former schoolmates attended.

Cossey, bullied over his weight, had left public school in seventh grade and was being home-schooled. Over time, violent Internet sites fueled his revenge fantasies, his defense lawyer said after his juvenile court plea.

Montgomery County Assistant District Attorney Christopher Parisi said he thought purchasing the weapons was "an attempt to boost his self-esteem, and in some way help the child, as misplaced as those thoughts may have been."

Michelle Cossey's sentencing hearing won't happen until after she undergoes a psychiatric evaluation. The maximum possible prison term is 3 1/2 to 7 years, but her defense attorney she could get less than a year — or even just probation — under sentencing guidelines.

Parisi said he doesn't know if Cossey knew about her son's attack plans, but that he hopes to learn that before sentencing.

"If it were to come out that she knew he was planning an attack ... that would certainly increase the severity of the crime," he said.

The judge who sentenced Dillon Cossey to a juvenile treatment facility, where he could remain until his 21st birthday, said that Michele Cossey had fostered a "me-and-mom-against-the-world" attitude in her only child.

Authorities did not think the school attack was imminent, but the boy did amass an arsenal — knives, swords, BB guns, the rifle and partly assembled homemade grenades — in his bedroom at his Plymouth Township home.

Police learned of the planned attack when Cossey invited a friend to join him. The friend went to police last fall.

Michelle Cossey has had twice-a-month supervised visits with her son, is missing him and wants him back home, defense lawyer Tim Woodward said.

"Her ultimate goal is to be reunited with her son," the attorney said. "She does admit that she made some mistakes."
