That is totally messed up and it seems like the only people who can do something about it just dont give a **** The Government (All forms, parties, whatever) need to stand up and start taking PROPER care of those who took care of us. There is no reason for this GRRRR

In the second case it appears that the mother believed that the stepfather was going to raise the child or at least would support the child. If he gets that money and does not use it as support, he is a rotten person.
