Not sure what the cake you are mimicing is like , but I started mine with some foam double stick tape in the middle of a large round plastic tray. on top of the foam tape I stuck a strofoam square (about 5x5 on a 12"tray) block on securely. I then stuck in 6 10 or 12" wood skewers in the styrofoam to keep the upper layers from sliding off. I started the first layer by rubber banding the rolled diapers together in bundles so they stood on their own around the foam block and then tied a wide ribbon around the first layer to hold it. with the second and third sucessively smaller layers I rubber banded some of the bundles to the skewers to start my layers and crammed in the remaining bundles and again tied a wide ribbon around (actually I pinned it on and added the bow later. cut down the second layer skewers to the 2nd layer height. top skewers can be cut down or used to a hold a topper ( I had a small stuffed animal - camo any skewers showing with baby sock roses or addons- I used pipe cleaners to clamp the base of the roses together and left a long tail to tuck in between the diaper rolls. If you want the cake to look like frosting, cover the layers with a folded baby blanket or baby towel instead of the ribbon. hth
if you are mailing it it will be very hard to keep together - you may want to shrink wrap it when finished
