Can i use crayons to color the tarts or do i need to use dye chips

I use crayola crayons when I color my glycerine soap... but you can use those for candles. All crayons are are wax and coloring.

Depending on how big a batch you are making will determine how much crayon you will need to get the desired shade.

Though the ratio seems to be 1 lb of wax + 1 crayon.

I have never used crayons but I use liquid color and dye chips made specifically for candles or soaps.
