When I saw your post I know I had seen them on one of my endless searches for crafts. I finally found the site again (I never gave up looking for it). The ones I found have no instructions, you can only buy them, but here is the site with pictures.(the site won't let me copy the pictures)
Sorry that I could not find the instructions for this one, but I found instructions for another Wind spinner. Maybe you can adjust them according to the picture

Wind Spinner#1
Supplies:
-Nail
-String
-Ruler
-Permanent Marker
-Scissors
-2 Liter Soda Bottle
-Masking tape
Instructions:
First, take the 2 liter soda bottle. Use the ruler and permanent marker to make two long lines, about an inch apart from each other, running vertically up the soda bottle. Then make four lines in between the two vertical lines. Next, cut along every other horizontal line to make flaps, do this four times on every side of the soda bottle. Finally, using the nail and hammer, carefully punch a hole in the center of the bottle cap. Then cut about three feet of string and stick it through the hole in the bottle cap and tape one end, then screw the cap back on. Now you are done, so stick it out the window, the faster the wind spinner spins, the stronger the wind is.

SODA BOTTLE SPINNER #2
Materials:
Soda bottle
wire or string
tools - drill, scissors, knife, permanent markers, acrylic paints
(fabric paints work)
Procedure:
Cut 3-5 evenly spaced curved lines (all in same direction) lengthwise into the
long straight side of the soda bottle. Younger girls will need help here.
Bend these outwards slightly. These are the fins that will catch the wind and
make the bottle spin on the long axis. Optional - Cut off the uneven
bottle base. Drill a hole into the center of the bottle cap for hanging
with the string/wire. Decorate bottle with paints, permanent markers,
glued on things....
