This is a long tradition in my family..and have been making them for 40 years..
Supply List:
Piepan or pot pie size alluminum pans.
Kite String or garbage ties
Hole Puncher [or anything sharp to make hole]
String of screw-in lights [ like old fashioned outdoor ones]
Pattern is started with the top..being 1..punch 2 holes in bottom of pan..
Next line is 2 pans 2 holes punched at top..one at matching side of other pan.
Next line is same..and so on..
When you get to what you see as the bottom.. use 2 pans.

[the format here will not allow the X's to line up right ..1 at top,next 2, next 3 etc.]
We always used a single bulb string at the top..[yellow] and green for the rest..on the bottom one was blue.
You can do this multi-colored also.
Every year my Mother would give away her 'tree' to a Nursing Home..or Shelter..or a neighbor that wanted it.
Pass it ON..and help in continuing my mothers tradition..
