Need pattern help - girl's bodice/vest

My friend bought his 4 year old daughter a renaissance type dress, but wasn't able to find a matching vest/bodice that fit her. So, I'm trying to find a way to make one for the outfit (she wants to wear it for halloween). The problem is, I can't seem to find a suitable pattern anywhere, and have no clue how to go about designing one myself. I want something that looks like the ones we saw - kind of squared off in the neckline and that ties/laces up the front and maybe the shoulders as well. I also need to be able make it with a minimal amount of sewing - I don't have a machine and plan to use fusible seam stuff for most of the project, and hand stitch the rest. I've found lots of pictures online that show something close to what I'm wanting, but I don't even know where to start in making my own pattern, especially one that would fit her...can anyone give me a push in the right direction?
