I can't tell you how many times I have done this. Take your flat sheet and cut it in half lengthwise. Turn the raw edge under and sew it down. At the top of the sheet where it is already finished measure down about 2 inches and sew there. Now you have a place to put the rod in and a two inch topper. Then measure from the rod to wherever you want the curtains to stop. Add 4 inches and cut again. This will give you room to turn under the raw edge and hem at about 3 inches.
If you want to use two flat sheets to make them full, all you need to do is sew 2 inches down from the top of the sheet. Then measure from the rod to where you want the curtain to end and add 4 inches. Cut it off, turn the raw edge under and hem at about 3 inches. The large hem gives the curtains some weight and the top is finished with a slight ruffle at the top. Not that your son will notice.
