I have the same problem with parent's forgetting to sign or not even doing things with their children in my kindergarten class, but the child is never punished for it. Our behavior chart is for the child's behavior, not the parent's.
On another note, we are really working on my 12 year old being more responsible. One morning it was ME who forgot to do something and he wasn't going to be allowed to participate in PE. I just emailed his teacher that it was my fault, not his.
