I would call animal control. That is terrible, just chain the dog up. I'm sure animal control would consider that animal cruelty. They must have shelter, food and water. Plus I would have the park ask for copy of shot record, license and insurance on the dog. Here in Ohio that breed is considered a viscious breed and insurance is hard to get. And if you do find it, it's expensive. My home owners policy doesn't cover pit bulls.
That kid needs to be taught some manners.
And if they don't clean up after the dog call the Health Dept. If they don't pick up after the dog when it goes in someone else's yard, you can bet they aren't going to clean up their yard.
