The way I understand it, 19 y/o did that because she wanted to stop messing with the 13 y/o. She was trying to make her angry enough to leave the "boy" alone. Unfortunately, looks like she more than succeeded.
Still think the "mom" bears the brunt of the responsibility though. If she hadn't started the whole thing then it would never have gotten that far.
